On October 19, 2018, President Trump issued a Presidential Memorandum directing Federal Agencies to work together to reduce burdens on Western Water deliveries. The goal of the memorandum is to reduce regulatory burdens and improve water reliability. The Memorandum stated that it would benefit major water infrastructure projects. However, the focus of the memorandum was the Central Valley Project and the California State Water Project in California, Klamath irrigation Project in Oregon, and the Federal Columbia River System in the Pacific Northwest. Absent from the memorandum was the pressures being felt by farmers and the AgBusinesses in Arizona from water shortages.
